The Pacific Northwest National Laboratory’s Hydrogen Safety Panel to serve as a resource for local code officials in the Northeast U.S.
East Hartford, CT (Aug. 1, 2018) – Safe and timely deployment of hydrogen and fuel cell technologies will advance affordable and wide-scale production, transport and use — enabling U.S. energy security, resiliency and economic prosperity.
That’s the message from the Connecticut Center for Advanced Technology, Inc. (CCAT) and the Hydrogen Safety Panel (HSP), who are teaming to provide code officials, first responders, project developers, and other interested stakeholders information on the growing technology. The close proximity of major urban centers with dense population, compounded with concerns over fuel cost, availability and security, have resulted in increased interest in the development of efficient and cost-effective clean transportation options for the Northeast region. As a result, state-level government and the industry are turning to the use of hydrogen and other renewable fuels as a replacement for hydrocarbon fuels in the transportation sector, which accounts for over one third of the total energy consumption in the region.
“One of the best ways to advance the use of hydrogen and fuel cell technologies is to educate people involved in the design, construction, and operations of applications including safety considerations and best practices,” said Nick Barilo, Hydrogen Safety Program Manager at the Pacific Northwest National Laboratory.
The HSP will be hosting a series of training sessions/stakeholder meetings, in collaboration with local organizations in New York, New Jersey, Connecticut, and Massachusetts in September and October. There are approximately 16 hydrogen fueling stations currently operating or planned to begin operation to provide fuel for fuel cell electric vehicles. In addition, there are many applications that use hydrogen as a fuel, including fuel cell powered forklifts, stationary power units, and backup power systems.
“The time is now to ensure that public officials have the information and training they need to review plans for hydrogen technologies,” said Joel Rinebold, CCAT director of the energy. “Many states in the region are now soliciting proposals for clean hydrogen technologies to create new jobs and improve air quality.”
Automakers are now making plans to comply with state-level zero emission vehicle (ZEV) programs. Many states in the region have committed and signed a Memorandum of Understanding (MOU) requiring large-volume automakers to sell approximately 3.3 million ZEVs between 2018 and 2025; 1.24 million of which are defined as “Electric and/or Hydrogen Fuel Cells.” In addition, the Environmental Mitigation Trust Agreement for State Beneficiaries (VW Settlement) provides incentives for replacement of existing vehicles, such as trucks and buses to reduce NOx, as well as light duty zero emission vehicle supply equipment, which includes hydrogen fueling stations.
CCAT and the HSP are part of the U.S. Department of Energy’s H2@Scale initiative, bringing stakeholders together to advance affordable, wide-scale hydrogen production, transport, storage and use to enable U.S. energy security, resiliency and economic prosperity across sectors.

The Hydrogen Safety Panel was established in 2003 to support the U.S. Department of Energy’s efforts to support the safe deployment of fuel cell technologies. The 15-member panel has over 400 years of cumulative experience and is comprised of a cross-section of expertise from the commercial, industrial, government and academic sectors. The HSP works to address concerns about hydrogen as a safe and sustainable energy carrier. The HSP’s principal objective is to enable the safe operation, handling, and use of hydrogen and hydrogen systems across all installations and applications. The HSP is managed by the Pacific Northwest National Laboratory.
